An event or not?
If you are a volunteer organising an activity in your village, town or neighbourhood, you may need to apply for a permit from the municipality. If you organise an activity in the public space then your activity is an event and you may need a permit. If in doubt, you may always contact the municipality's permits department at 14058 or by email at vergunningen@leeuwarden.nl.

Notification (notification) 
You can submit a notification using a form on the Leeuwarden municipality's website, called a notification. With this form, you add a simple map to indicate what you are doing where. This notification is only possible if you meet certain conditions. One of the conditions, for example, is that you may not sell alcohol commercially at your event. You must submit a notification at least 4 weeks prior to your event. See here for more information and terms and conditions. 

Licence
Your event may also require a permit, for instance because you sell alcohol commercially or want to close a through road. You can also submit this application via the website, but in addition to a form, you must also submit a scenario and a map here. You must submit an application for a permit at least sixteen weeks before your event. See here for more information. 

Events calendar
If you are organising an event with more than 2,000 visitors or at a location where there is a restriction on the number of events (such as the Wilhelminaplein, Oldehoofdsterkerkhof or the Prinsentuin in Leeuwarden), it is compulsory to submit a request for placement on the Events Calendar. This must be done in the previous year and can be done from 1 January and must be done by 1 September. Look for here for more information.
